ROLE OVERVIEW:
The Chief Engineering is responsible for the strategic and operational management of an International premium Grade A office building, ensuring world-class service delivery, financial efficiency, and tenant satisfaction. This role combines technical expertise, financial stewardship, and leadership to maintain the building as a flagship asset in line with international standards.
RESPONSIBILITIES:
Strategic Leadership
- Develop and implement lifecycle asset management (LCAM) strategies.
- Translate corporate objectives into SOPs and daily operational excellence.
- Drive innovation in energy efficiency, smart building technologies, and sustainability certifications
Technical Operations
- Oversee all MEP systems (HVAC, chillers, generators, elevators, fire safety, water systems).
- Manage and optimize Building Management Systems (BMS) for real-time monitoring and control.
- Plan and Utilize CAFM architecture and platforms for preventive maintenance, asset tracking, and performance reporting.
Financial & Procurement Management
- Plan, Prepare and manage CAPEX/OPEX budgets with accurate forecasting.
- Lead procurement processes, ensuring transparency, compliance, and cost-effectiveness.
- Negotiate contracts with vendors and service providers to secure premium service levels.
Team & Vendor Supervision
- Lead and mentor technical staff, service-partners and vendors, ensuring continuous training and performance excellence.
- Supervise contractors and external service providers, ensuring safety and quality standards.
- Foster a culture of accountability, efficiency, and customer service.
Tenant & Stakeholder Engagement
- Respond promptly to tenant service requests on technical issues.
- Provide bilingual reporting and communication (Vietnamese & English).
- Represent the engineering team in cross-departmental and international stakeholder meetings.
- Support technical coordination during tenant fit-out, expansion, and technical due diligence for prospective tenants.
- Active responsibility for maintaining and optimizing the building’s sustainability performance and certifications (e.g., LEED Platinum and DGNB Gold certifications).
- Ensure engineering operations contribute to high service reliability and tenant satisfaction, which are critical for tenant retention in a premium office building.
- Strengthen cross-department collaboration with all departments and the Building Management Office to ensure smooth communication and efficient tenant support.
Project & Improvement Management
- Manage technical projects, upgrades, retrofit works, and facility improvement initiatives from planning to handover.
- Coordinate testing & commissioning (T&C), inspections, and defect rectification activities.
- Identify opportunities for operational improvement, cost optimization, and system reliability enhancement.
Inventory & Spare Parts Management
- Manage engineering inventory, spare parts, tools, and critical stock availability to support uninterrupted building operations.
- Monitor inventory usage, stock levels, and procurement planning to ensure cost efficiency and operational readiness.
Audit, Compliance & Reporting
- Coordinate and support technical audits, compliance reviews, and corrective action follow-up activities
- Coordinate with consultants, auditors, and authorities regarding technical compliance and operational standards.
- Maintain accurate maintenance records and technical documentation
SKILLS & QUALIFICATIONS:
- Bachelor’s Degree in Mechanical/Electrical Engineering or related field.
- Minimum 10 years of experience in building engineering, with at least 5 years in senior management roles in Grade A/B+ office or retail
- properties.
- Proven expertise in LCAM, financial planning, procurement, CAFM, and BMS systems.
- Strong negotiation, communication, organizational, and problem-solving skills.
- Experience working in international environments; English proficiency required.
- Ability to lead from strategy → SOP → daily execution seamlessly.
