Role Overview
The Procurement Manager is responsible for leading and managing company’s procurement activities to ensure timely, cost-effective, and compliant sourcing of goods and services required for business operations and expansion in Vietnam.
This role will develop procurement strategies, identify and manage suppliers, lead sourcing and negotiation processes, and ensure procurement execution supports company’s commercial, operational, and infrastructure priorities. The Procurement Manager will work closely with internal stakeholders across Business Development, Operations, Finance, Supply Chain, Technical, HR, Marketing, and other functions to support procurement needs across areas such as battery swap infrastructure, equipment, services, facilities, marketing, professional services, and general business operations.
The role requires a commercially astute and hands-on professional who can balance cost, quality, speed, compliance, and supplier performance in a dynamic and scaling business environment.

Qualifications
1. Education
The Procurement Manager is responsible for leading and managing company’s procurement activities to ensure timely, cost-effective, and compliant sourcing of goods and services required for business operations and expansion in Vietnam.

1. Procurement Strategy and Planning
- Develop and implement company’s procurement strategy, policies, and sourcing plans in line with company priorities and expansion requirements.
- Translate business needs into effective procurement plans to support operations, pilot launch, commercial rollout, infrastructure deployment, and ongoing business growth.
- Establish procurement priorities across direct and indirect spend categories to ensure business continuity and cost efficiency.
- Build a structured procurement roadmap to support both near-term operational needs and long-term scaling requirements.
2. Strategic Sourcing and Supplier Selection
- Lead sourcing activities for goods and services required by the company, including supplier identification, market scanning, tendering, quotation management, evaluation, and recommendation.
- Develop and manage supplier selection criteria covering commercial competitiveness, quality, capability, compliance, service level, and scalability.
- Conduct supplier assessments and due diligence to ensure potential suppliers meet company’s standards and business requirements.
- Drive competitive bidding and negotiation processes to achieve the best overall value for the company.
- Recommend sourcing strategies and supplier decisions based on cost, risk, service, and strategic fit.
3. Supplier Management and Performance Control
- Build, manage, and maintain a reliable supplier base to support company’s business operations and expansion needs.
- Establish supplier performance standards, service level expectations, and review mechanisms.
- Monitor supplier performance on cost, quality, delivery, responsiveness, and compliance, and take corrective action where needed.
- Develop strong working relationships with key suppliers to improve service reliability, commercial effectiveness, and long-term collaboration.
- Identify supplier risks, capacity concerns, or continuity issues early and develop mitigation plans.
4. Commercial Negotiation and Cost Management
- Lead commercial negotiations with suppliers on pricing, payment terms, service scope, lead times, warranties, penalties, and other key commercial terms.
- Drive cost optimization while protecting required quality, delivery timelines, and business reliability.
- Identify cost-saving, value engineering, bundling, and procurement efficiency opportunities across procurement categories.
- Support budget planning and spend control by ensuring procurement decisions align with approved budgets and business cases.
- Provide procurement insights and recommendations to management on cost structure, supplier economics, and savings opportunities.
5. Procurement Operations and Purchase Execution
- Manage end-to-end procurement operations, including purchase requisitions, RFQs/RFPs, bid analysis, purchase order issuance, contract coordination, and supplier follow-up.
- Ensure timely procurement of goods and services to support business continuity and project milestones.
- Coordinate with requesting functions to clarify specifications, delivery expectations, service requirements, and technical needs.
- Track order status, delivery timelines, and issue resolution to ensure smooth procurement execution.
- Help maintain proper documentation and control across the procurement process.
6. Contracting, Compliance and Governance
- Ensure procurement activities are conducted in line with company internal controls, approval authority, governance standards, and applicable legal / regulatory requirements.
- Work closely with Legal, Finance, and relevant stakeholders to support contract review, commercial terms alignment, and supplier onboarding documentation.
- Maintain clear procurement records, sourcing documentation, bid comparisons, approvals, and supplier files.
- Support development and implementation of procurement policies, SOPs, templates, and governance mechanisms.
- Ensure ethical sourcing, transparency, and appropriate segregation of duties across procurement activities.
7. Cross-Functional Business Support
- Partner with internal teams to understand procurement requirements and support implementation of key business initiatives.
- Support procurement needs across areas such as:
- battery swap station equipment and setup
- technical services and maintenance support
- logistics and supply-related services
- facilities, office setup, and workplace services
- marketing materials, events, and customer-facing assets
- HR, recruitment, and professional services
- IT systems, software, and operational tools
- Work cross-functionally to ensure procurement decisions support speed, operational readiness, and total cost efficiency.
- Provide procurement guidance to business teams on process, supplier engagement, and commercial evaluation.
8. Reporting, Controls and Continuous Improvement
- Track and report procurement spend, savings, sourcing status, supplier performance, and procurement cycle time.
- Maintain procurement dashboards, trackers, and management reports for visibility and decision-making.
- Identify process improvement opportunities to improve sourcing speed, cost management, supplier quality, and control effectiveness.
- Continuously improve procurement practices, tools, templates, and vendor management processes as company scales.
- Support audit readiness and ensure appropriate procurement documentation is maintained.
Qualifications
1. Education
- Bachelor’s degree in Procurement, Supply Chain, Business Administration, Finance, Engineering, Operations, or a related field
- Professional procurement certification is a plus
- Minimum 7–10 years of relevant experience in procurement, strategic sourcing, supply chain, commercial, or vendor management roles
- Strong experience in sourcing and negotiating with suppliers across multiple categories
- Experience in fast-paced industries such as automotive, EV, mobility, manufacturing, energy, infrastructure, retail, or startup/growth-stage environments is preferred
- Experience in procurement for project-based or expansion-related business needs is highly desirable
- Proven track record in supplier management, cost negotiation, and procurement process execution
- Experience in setting up or improving procurement governance and controls is a plus
- Experience in multinational companies, joint ventures, or matrix organizations is preferred
- Familiarity with Vietnam supplier landscape and sourcing environment is an advantage
- Strong understanding of procurement principles, sourcing methodology, commercial negotiation, and supplier management
- Good understanding of contract terms, procurement controls, and approval processes
- Knowledge of Vietnam market practices, supplier landscape, and commercial terms
- Understanding of total cost of ownership, vendor risk, and procurement governance
- Exposure to infrastructure, technical equipment, or operations-related procurement is an advantage
- Strong sourcing and negotiation skills
- Good commercial judgment and cost management capability
- Strong supplier management and stakeholder coordination skills
- High attention to detail and control discipline
