ROLE OVERVIEW

The Project Development Director is primarily responsible for the formation, implementation, and realization of the investment value of real estate projects under the Group and its affiliated companies, from concept – legal framework – capital – execution – to operation and exploitation.

This role requires comprehensive leadership capability across the entire project development lifecycle, ensuring that:

  • Projects are aligned with strategy – legal compliance – timeline – financial performance
  • Resources, investment capital, and partner relationships are optimized
  • Long-term asset value for the Group is protected and enhanced

KEY RESPONSIBILITIES

1. Project Investment Strategy Planning & Leadership

  • Advise the CEO on short-, medium-, and long-term real estate development and investment strategies aligned with the Group’s overall direction.
  • Lead the research, selection, and proposal of new investment projects; assess feasibility, efficiency, risks, and strategic fit.
  • Propose project development models, investment structures, partnership approaches, and implementation roadmaps.
  • Represent the Group in working with government authorities, departments, and agencies regarding project approvals and implementation under state regulations and policies.

2. End-to-End Project Development Management

  • Direct and oversee the entire project lifecycle, including:
    • Pre-feasibility (Pre-FS) and feasibility studies (FS)
    • Planning, legal procedures, and investment policy approvals
    • Design, construction, and execution
    • Project completion and operational handover
  • Coordinate and supervise internal teams and external consultants (planning, design, legal, finance, etc.).
  • Ensure projects are delivered on schedule, within quality standards, controlled cost, and meet approved financial targets.

3. Capital Mobilization & Partner Development

  • Build, maintain, and develop strong relationships with:
    • Strategic investors
    • Domestic and international financial institutions
    • Joint venture and strategic partners
  • Negotiate, propose, and execute optimal funding and investment cooperation structures for each project.
  • Balance interests and appropriately allocate risks among project stakeholders.

4. Financial Control & Investment Risk Management

  • Closely monitor project budgets, cash flow, and capital efficiency.
  • Conduct periodic evaluations of investment performance versus plan.
  • Identify early risks (legal, financial, market, schedule, etc.) and propose mitigation solutions.
  • Be accountable to the CEO for financial outcomes and risks of the assigned project portfolio.

5. Team Management & Development

  • Build and develop a professional and effective Project Development organization.
  • Recruit, train, and develop successor talent.
  • Set objectives, evaluate performance, and motivate the team.

6. External Relations & Legal Compliance

  • Maintain strong relationships with government authorities, local administrations, and stakeholders.
  • Ensure all investment and development activities fully comply with applicable laws and regulations.
  • Work closely with Legal, Finance, and Internal Control departments to ensure transparency and compliance.

7. Reporting & Accountability to CEO

  • Provide periodic and ad-hoc reports on project progress, performance, risks, and mitigation proposals.
  • Take full accountability for the results of the Project Development division.
  • Coordinate with functional departments to ensure synchronized project execution.
  • Perform other tasks as assigned by the CEO at different stages of development.

REQUIREMENTS

Education & Experience

  • Bachelor’s degree or higher in Construction, Architecture, Economics, Finance, Business Administration, or related fields.
  • Minimum 10 years of experience in real estate investment and project development; at least 5 years in senior management roles.
  • Experience working with government authorities and implementing projects under regulatory frameworks.
  • Experience representing state capital or working in state-owned or joint-venture entities is an advantage.
