OBJECTIVES:
Lead the development and implementation of Factory's Health, Safety, Environment, and Security (HSES) strategy, systems, and culture to ensure a safe, compliant, and sustainable operation. The HSE Manager is accountable for driving Zero Harm performance through effective risk management, elimination of unsafe conditions and behaviors, regulatory compliance, environmental stewardship, emergency preparedness, and HSE leadership across all factory operations and expansion projects.
HSE Strategy & Governance
Develop and execute the Factory HSE Strategy and annual improvement roadmap.
Establish HSE policies, standards, procedures, and performance targets. Provide HSE leadership and advice to the Factory Leadership Team.
Drive continuous improvement toward Zero Harm and safety excellence.
Safety Management System
Identify, assess, and control operational, process, environmental, and project-related risks.
Conduct regular inspections, audits, GEMBA walks, and safety reviews.
Ensure compliance with all legal, regulatory, and company HSE requirements. Maintain effective incident reporting, investigation, and root cause analysis processes.
Environmental Management
Lead environmental compliance and sustainability initiatives.
Manage waste, hazardous materials, wastewater, emissions, and spill prevention programs.
Ensure compliance with environmental permits and regulations.
Driving environmental performance improvement and resource conservation initiatives.
Emergency Preparedness & Fire Safety
Develop and maintain emergency response and crisis management programs. Ensure firefighting systems and emergency equipment are fully operational. Organize emergency drills and evaluate response effectiveness.
Lead investigations and response activities during emergencies.
Capital Projects & Contractor Safety
Lead HSE management for factory expansion, construction, and capital projects. Ensure contractors comply with company's HSE requirements and standards. Conduct project risk assessments, site inspections, and safety reviews.
Possess authority to stop any unsafe work or activity.

- Lead implementation and maintenance of ISO 45001 and ISO 14001 management systems.
- Monitor HSE performance and ensure timely corrective actions.
- Present investment proposals for approval.
- Build a proactive safety culture across all levels of the organization.
- Develop and implement Behavior-Based Safety programs.
- Promote safety leadership, toolbox talks, safety observations, and near-miss reporting.
- Strengthen accountability for safety performance among managers, supervisors, and employees.
- Lead initiatives to eliminate unsafe behaviors and improve employee engagement in safety activities.

- Build HSE capability for employees, supervisors, managers, and contractors. Coach leaders to strengthen safety leadership and accountability.
- Ensure all mandatory HSE training requirements are achieved.
HSE Performance & Reporting
- Establish and monitor HSE KPIs and improvement plans.
- Prepare monthly HSE performance reports for Factory Director and Leadership Team.
- Analyze trends, identify risks, and recommend improvement actions.
- Drive achievement of annual HSE objectives and targets.
QUALIFICATIONS
- Bachelor’s degree in occupational health & safety,
- Professional certifications in HSE, ISO 45001, ISO 14001, NEBOSH,
- Minimum 10 years of HSE experience in manufacturing, chemical, lubricant, FMCG, or process industries. • Minimum 5 years in HSE leadership or management position.
- Proven experience in safety culture transformation and HSE system development.
- Experience managing HSE aspects of construction or expansion projects.
