ROLE PURPOSE
The Purchasing Manager leads purchasing for Vietnam — one of the Group’s most important sourcing markets — owning the Vietnam supplier base end to end across qualification, development, negotiation, order execution, and performance management. This role translates Group sourcing strategy into materials of the right quality, cost, and lead time, delivered without interruption to production and product development.
This role sits within a newly established, jointly-owned business currently in its build-up phase. It is a build-and-grow role: rather than stepping into settled structures, the holder will help establish the purchasing function — setting up vendor qualifications, procurement calendars, cost controls, and risk frameworks from an early base — while drawing on the strengths of both parent companies and balancing their expectations and the JV’s own governance. Comfort with ambiguity, a hands-on approach, and the ability to work across two organisational cultures are essential.
This is a hands-on role suited to a meticulous, commercially sharp professional comfortable working closely with senior leadership, cross-functional teams, and external suppliers in a fast-growing environment.

KEY RESPONSIBILITIES
Supplier Management & Development
- Manage and develop the Vietnam supplier base across raw materials, trims and components — quality, capacity allocation, lead times and commercial terms.
- Identify, assess and qualify new suppliers in line with category and diversification priorities.
- Run supplier reviews and factory visits; drive corrective action and escalate structural issues with recommended options.
- Manage apparel material sourcing coverage across uppers, linings, outsole and midsole materials, insoles, foams, reinforcements, trims, adhesives and packaging where applicable.
- Monitor supplier capacity, MOQ, tooling or mould dependencies where relevant, production lead times and bulk readiness to support seasonal launch calendars.
Sourcing & Purchasing Execution
- Execute sourcing for assigned categories (e.g., Woven).
- Run RFQ processes, analyse offers and present clear award recommendations.
- Manage the purchase order cycle end to end, and support Product Development with sourcing, sampling and costing.
- Support product development and commercialization by sourcing suitable materials for new apparel models, managing sample lead times, following up material approvals, testing status and bulk readiness.
- Coordinate closely with Product Development, QA, production planning, warehouse, logistics, sales and merchandising teams to prevent material delays and ensure launch requirements are met.
- Negotiate price, payment terms, order quantities and lead times within mandate.
- Prepare cost breakdowns, should-cost analyses and benchmarking to support award decisions.
- Validate material cost breakdowns by apparel components, trims, adhesives and packaging, identifying cost-saving opportunities without compromising quality, compliance or delivery.
- Align purchasing with production plans and launch calendars; escalate at-risk items early with mitigation plans.
- Coordinate inbound logistics, import documentation and customs clearance.
- Ensure compliance with Group policy, Vietnamese regulation, and Group ESG and ethical sourcing standards.
- Maintain qualified alternates for critical materials to mitigate supply, tariff and regulatory risk.
- Coordinate material testing, RSL/MRSL compliance, PFAS requirements and corrective action plans with suppliers, QA, brand teams and internal stakeholders.
- Drive supplier innovation and sustainable material options, including recycled, low-impact, PFAS-free and brand-approved alternatives.
- Lead and develop the local purchasing team; set objectives, build capability and manage performance.
- Report to Director on spend, savings, supplier performance, risks and market developments.
- Help set up the JV’s purchasing foundations from an early base — vendor selection criteria, procurement calendar, approval limits, and controls — adapting parent-company standards to the local Vietnam entity.
- Work effectively across both parent companies, balancing differing reporting expectations, sourcing guidelines, and governance requirements.
Essential Experience & Qualifications
- 8–10 years in purchasing / sourcing in apparel or textiles, including team management experience.
- Degree in Supply Chain Management, Logistics, Business or related discipline.
- Proven track record in supplier negotiation, supplier development and delivery of measurable savings.
- Sound understanding of Vietnam’s manufacturing base, import/export procedures and Incoterms.
- Fluent Vietnamese and professional working English.
- Strong footwear material knowledge, including leather, synthetic leather, mesh, textile uppers, linings, foam, rubber, EVA, TPU, adhesives, reinforcements, trims and packaging.
- Good understanding of footwear material commercialization, lab testing, brand approval processes and bulk material readiness requirements.
- CIPS / CPM professional certification.
- Working knowledge of fibre and yarn, knitting technologies and dyeing/finishing.
- Mandarin language proficiency.
- Experience in a joint venture, start-up, or newly established entity — setting up rather than only running a purchasing function.
- Technically grounded — understands materials and processes well enough to challenge suppliers credibly.
- Commercially sharp — negotiates with confidence and understands the impact on margin and cash flow.
- Delivery-focused — anticipates supply issues and resolves them before they reach production.

- Vietnam supplier base mapped and rationalised, with qualified alternates for all critical materials.
- Supplier scorecards and review cadence operating; no significant compliance or ESG audit findings.
- Critical material categories mapped with approved supply options, testing status and bulk readiness visibility for key seasonal programmes.
