Our client is an international mobility and infrastructure joint venture currently expanding its operational footprint in Vietnam.

The company is developing and operating a technology-enabled infrastructure network and is seeking an experienced Operations & Maintenance Manager to establish and lead local operational excellence, maintenance performance, and service quality.

Position Summary

The Operations & Maintenance Manager will lead the operation and maintenance of a nationwide infrastructure network in Vietnam.

This position is responsible for:

• Network operational readiness
• Service quality management
• Maintenance performance
• Development of the local O&M operating model

The role works closely with Finance, Procurement, Deployment teams, and external vendors to ensure operational reliability, safety, and service quality.

The successful candidate will be empowered to make technical and operational decisions within the O&M function while contributing to annual planning and cost optimization initiatives, ensuring compliance with operational standards and regulatory requirements.

Key Responsibilities

1. O&M Team Management & Network Operations

• Lead and manage in-house O&M and repair teams
• Oversee daily network operations and infrastructure conditions
• Monitor operational anomalies and issues
• Prepare operational reports and performance updates
• Drive continuous improvement initiatives

2. Preventive & Corrective Maintenance

• Establish and manage preventive maintenance programs
• Oversee corrective maintenance activities
• Prioritize maintenance and response activities
• Verify quality and completion of maintenance work
• Ensure proper closure of maintenance actions

3. SLA, Audit & Network Performance

• Define and maintain operational standards
• Manage SLA and audit requirements
• Monitor network availability and maintenance performance
• Track infrastructure conditions and action closure status

4. Incident Management & Technical Escalation

• Coordinate responses to major technical incidents
• Lead assessment and recovery activities
• Conduct root cause analysis (RCA)
• Manage incident reporting and escalation processes

5. Vendor & Contractor Performance Management

• Manage third-party vendors and contractors
• Monitor SLA compliance
• Review service quality and safety performance
• Drive corrective actions and vendor performance improvement

6. Deployment, Commissioning & Operational Handover

• Coordinate with deployment and construction teams
• Support commissioning activities
• Conduct operational readiness assessments
• Manage handover documentation
• Support operational acceptance and post-launch stabilization

7. SOP, Documentation & Compliance

• Establish and maintain operational procedures
• Implement maintenance and incident-response SOPs
• Ensure compliance with company standards and local regulations

8. Engineering Cost Optimization & Annual Planning

• Partner with Finance and Procurement on annual budgeting and planning
• Review deployment, construction, and maintenance methodologies
• Identify CAPEX and OPEX optimization opportunities
• Improve cost efficiency while maintaining safety, reliability, and service quality

9. Cross-Functional Coordination

• Collaborate with internal and cross-functional stakeholders
• Coordinate local operational resources
• Communicate operational risks
• Support product and service deployment initiatives

Qualifications

Education

• Bachelor's or Master's Degree in Engineering, Business Administration, or a related discipline

Experience

• Minimum 3 years of experience in Operations Management, Project Management, or related fields
• Experience in multinational corporations or joint-venture environments is preferred

Technical Competencies

• Strong knowledge of electromechanical maintenance
• Familiarity with Vietnam's local electromechanical requirements is an advantage
• Hands-on experience managing vendors and third-party contractors

Professional Skills

• Strong planning and prioritization capabilities
• Ability to manage complex operational activities
• Effective communication and stakeholder management skills
• Strong problem-solving ability
• Well-organized with solid project planning capability

Languages

• Fluent Vietnamese
• Professional English communication skills
• Mandarin Chinese is a plus

Preferred Qualifications

• Experience in:
  • EV infrastructure
  • Battery swapping stations
  • EV charging infrastructure
  • Telecom operations
  • Fleet management
• Experience establishing operations teams or SOP frameworks from scratch
• Experience working in cross-border joint venture environments
• Familiarity with local permitting processes and government authorities
• Existing contractor network is an advantage
• PMP and/or Lean Six Sigma certification is a plus
