The Deputy Manager – Operations & Maintenance Services supports the Department Manager in managing and developing integrated operations, maintenance and repair services for offshore oil and gas facilities, onshore bases, marine assets and associated infrastructure.
The role is accountable for operational effectiveness, safety, reliability, service quality and contract-performance results within the assigned scope, while strengthening the company's specialist service-delivery capability, including the integrated maintenance and repair workshops and the Department's technical expert team.
The position contributes to the company's growth strategy and the expansion of its O&M and M&R activities in Vietnam, Southeast Asia and the Middle East.
Operational & Technical Oversight
The Deputy Manager – Operations & Maintenance Services supports the Department Manager in managing and developing integrated operations, maintenance and repair services for offshore oil and gas facilities, onshore bases, marine assets and associated infrastructure.
The role is accountable for operational effectiveness, safety, reliability, service quality and contract-performance results within the assigned scope, while strengthening the company's specialist service-delivery capability, including the integrated maintenance and repair workshops and the Department's technical expert team.
The position contributes to the company's growth strategy and the expansion of its O&M and M&R activities in Vietnam, Southeast Asia and the Middle East.
Operational & Technical Oversight
- Coordinate day-to-day O&M activities for offshore facilities, onshore bases and marine assets, ensuring production performance, equipment integrity, safety and regulatory compliance.
- Develop and control maintenance plans, reliability programs, asset-integrity strategies, CMMS/EAM data and maintenance-performance indicators.
- Organize integrated M&R services from condition surveys, repair engineering and resource planning through repair, overhaul, testing and final acceptance.
- Lead troubleshooting, root-cause analysis and corrective and preventive actions for failures affecting production, safety or operational continuity.
- Plan and control shutdowns, turnarounds, major maintenance, brownfield modifications and upgrades, including work-interface coordination under SIMOPS conditions.
- Control the technical capability, quality, measuring and test equipment, traceability records and acceptance standards of the maintenance and repair workshops or service centers.
- Develop scalable O&M, M&R and integrated maintenance service portfolios and delivery models for multiple clients, facilities and long-term contracts.
- Analyze market and client needs and provide technical, operational and commercial recommendations to management for business growth.
- Assess and propose investment plans for machinery, inspection and test equipment, specialized tools, manpower and facilities for workshops or service centers.
- Identify and develop OEM partnerships for training, technology transfer, spare-parts support and local repair capability in Vietnam.
- Participate in developing and negotiating arrangements for the company to become an OEM technical partner, service representative or authorized service center.
- Recommend digitalization, condition monitoring, predictive maintenance and other solutions to improve asset reliability.
- SLAs, service commitments and contractual interfaces during execution.
- Lead or support quotations, tenders, technical proposals, execution methodologies, resource plans and cost bases for O&M and M&R packages.
- Control scope, schedule, quality, cost, technical risks, scope changes and contractual obligations within the assigned authority.
- Evaluate, select and manage subcontractors, repair workshops and specialist service providers for technical capability, quality, HSE and delivery performance.
- Assign, guide and supervise the performance of engineers, field supervisors, workshop personnel and cross-functional teams, including the technical experts of the maintenance and repair workshops.
- Develop competency matrices, training plans and succession capability across specialist disciplines and promote knowledge sharing and technology transfer from OEMs or technical partners.
- Maintain a strong culture of safety, quality, discipline, accountability and high performance across the assigned scope.
- Participate in or lead, as assigned, assessments, inspections, audits and HAZOP/HAZID reviews.
- Bachelor's degree in Petroleum Engineering, Oil and Gas Production Engineering, Mechanical Engineering, Electrical Engineering, Automation, Marine Engineering, Process Engineering or a related technical discipline. A master's degree is preferred.
- Project Management Professional (PMP) or equivalent certification is an advantage.
- At least 10 years of experience in Operations and Maintenance (O&M) or Maintenance and Repair (M&R) within the oil and gas, energy or heavy-industry sectors, including at least five years in management roles such as Maintenance Superintendent, Maintenance Manager, O&M Manager, Workshop Manager, Service Center Manager, Operations Manager or equivalent.
- Experience in designing and setting up workshops for in-depth maintenance and repair services, particularly for rotating equipment.
- Experience in managing the operations and maintenance of offshore oil and gas assets such as FPSOs, FSOs, CPPs, WHPs, offshore platforms and associated production systems.
- Experience in managing the maintenance, repair and overhaul of rotating equipment, static equipment, industrial valves and electric motors, together with experience in establishing or managing a repair workshop, technical service center or integrated M&R service organization.
- Experience in planning and executing shutdowns, turnarounds, major maintenance, brownfield modifications and work interfaces under SIMOPS conditions.
- Experience working with NOCs, JOCs, IOCs or oil and gas service contractors in Vietnam is preferred.
- Offshore operating experience in the Middle East or Southeast Asia is preferred.
- Experience in project management, OEM partnership development, long-term service agreements or authorized service centers is preferred.
