Project Development Director

POSITION OVERVIEW

The Project Development Director is responsible for leading the formulation, development, execution, and value realization of real estate investment projects across the Group and its affiliated companies. This encompasses the entire project lifecycle, from concept development, legal procedures, capital mobilization, implementation, to operations and asset management.

This role requires comprehensive leadership across the project development value chain to ensure:

• Projects are aligned with strategic objectives, legal requirements, implementation timelines, and financial targets.

• Optimization of resources, investment capital, and strategic partnerships.

• Protection and enhancement of the Group's long-term asset value.

KEY RESPONSIBILITIES

1. Investment Strategy Planning & Leadership

• Advise the CEO on short-, medium-, and long-term real estate investment and project development strategies aligned with the Group's overall objectives.

• Lead the identification, evaluation, and recommendation of new investment opportunities, assessing feasibility, profitability, risks, and strategic fit.

• Propose project development models, investment structures, partnership approaches, and implementation roadmaps.

• Represent the Group and engage with governmental authorities, ministries, departments, and regulatory agencies regarding project development, policy discussions, and implementation matters.

2. End-to-End Project Development Management

• Oversee and direct the entire project lifecycle, including:

  • Pre-Feasibility Studies (Pre-FS)

  • Feasibility Studies (FS)

  • Planning, legal approvals, and investment licensing

  • Design, construction, and project execution

  • Project completion and operational handover

• Coordinate and manage internal teams and external consultants, including planning, design, legal, and financial advisors.

• Ensure projects are delivered on schedule, meet quality standards, remain within approved budgets, and achieve targeted financial performance.

3. Capital Mobilization & Partnership Development

• Build, maintain, and strengthen relationships with:

  • Strategic investors

  • Domestic and international financial institutions

  • Joint venture and strategic alliance partners

• Lead negotiations and execution of project financing and investment partnership arrangements.

• Balance stakeholder interests and ensure appropriate risk allocation among project participants.

4. Financial Control & Investment Risk Management

• Monitor project budgets, cash flow, capital utilization efficiency, and overall financial performance.

• Conduct periodic reviews and evaluations of investment performance against approved plans.

• Identify potential risks early, including legal, financial, market, and execution risks, and proactively develop mitigation strategies.

• Be accountable to the CEO for risks and financial outcomes of the assigned project portfolio.

5. Team Leadership & Organizational Development

• Establish, structure, and develop a professional and high-performing Project Development organization.

• Lead recruitment, training, succession planning, and talent development initiatives.

• Set performance objectives, evaluate results, and foster a culture of accountability and motivation.

6. Stakeholder Relations & Regulatory Compliance

• Maintain positive relationships with government authorities, local administrations, and relevant stakeholders.

• Ensure all investment and project development activities comply with applicable laws, regulations, and government policies.

• Collaborate closely with Legal, Finance, and Internal Control functions to ensure compliance, transparency, and effective governance.

7. Reporting & Executive Accountability

• Provide regular and ad-hoc reports to the CEO on project progress, investment performance, key risks, and recommended actions.

• Assume full accountability for the performance and outcomes of the Project Development Division.

• Coordinate with functional departments to ensure integrated and effective project execution.

• Perform additional duties as assigned by the CEO based on business and project development requirements.

QUALIFICATIONS & REQUIREMENTS

Education & Experience

• Bachelor's degree or higher in Construction Management, Architecture, Economics, Finance, Business Administration, or related disciplines.

• Minimum 10 years of experience in real estate investment and project development, with at least 5 years in a senior leadership position.

• Proven experience working with government authorities and managing projects under regulatory frameworks and public policy mechanisms.

• Experience representing state-owned capital or working within joint ventures involving state-owned entities is an advantage.

Technical Competencies

• Strong expertise in project development and full project lifecycle management.

• Advanced capabilities in market analysis, business model evaluation, and feasibility/pre-feasibility studies.

• Experience preparing business cases, investment proposals, project investment documentation, and term sheets.

• Strong negotiation skills with investors, strategic partners, and government authorities.

• Comprehensive understanding of finance, investment, commercial structures, and legal frameworks.

• In-depth knowledge of the real estate market and investment processes.

• Professional proficiency in English, both written and spoken.
