This is a full-time, on-site leadership role. You will chair governance forums, maintain the program system of record, coordinate the pod, and work at executive level with client sponsors, business unit program managers, and vendor delivery teams.
You report to the Delivery Executives in the US and work closely with Engagement Lead, enterprise architects, and program managers on the pod.

 

What You'll Do

TMO Operations & Governance

• Run the TMO day-to-day: operating cadence, committee structure, and governance forums (daily delivery stand-ups, weekly program status, portfolio/intake reviews, Steering Committee preparation)
• Chair the vendor coordination forum and support supplier performance reporting
• Lead time-boxed SWAT committees (vendor, data/AI, finance, HR) for cross-functional decisions on special projects
• Maintain the TMO system of record: master integrated plan, milestone tracker, RAID logs, SteerCo packs, decision logs, and related artifacts

Delivery Assurance & Portfolio Management

• Operate stage-gate and independent delivery assurance reviews over vendor and internal deliverables — executive-level, advisory review against scope, schedule, and quality criteria (not hands-on testing or execution)
• Manage project intake and portfolio prioritization against agreed criteria
• Produce assurance reports with findings and recommended actions, including for the Temenos program
• Track dependencies, risks, issues, and escalations across governed workstreams

On-site Executive Presence & Pod Leadership

• Serve as our primary on-site delivery leader for Galaxy Holdings stakeholders
• Directly manage the on-site Program Managers/TPMs (HDBank-side and Vikki-side coordination) — set priorities, review quality of their work, and act as their first line of escalation
• Coordinate the wider pod (enterprise architect, solutions architect) and align with client-side TMO roles
• Engage executive sponsors and vendor PMs; act as escalation point to facilitate decisions, alignment, and buy-in
• Support transition planning — runbooks and role profiles — as Galaxy builds internal TMO ownership

Establishment & Continuous Improvement

• Execute the 90-day TMO establishment arc: mandate, structure, governance live, steady-state operation
• Standardize PMO practices, templates, and reporting across governed programs
• Identify process improvements and drive consistency across the portfolio

 

 

 

 

What We're Looking For

Must Have

• Excellent English — written and spoken. This is a non-negotiable requirement. You will produce executive-facing SteerCo packs, assurance reports, and governance documentation in English and Vietnamese daily, and communicate with US-based leadership and international vendor teams. Candidates must demonstrate polished, professional English in application materials and interviews.
• 10+ years of delivery leadership with a proven track record of owning and delivering large-scale enterprise programs - end-to-end accountability for scope, schedule, quality, and stakeholder outcomes on complex, multi-workstream engagements
• Experience building or operating a PMO/TMO - governance design, cadence, stage-gate, portfolio intake, executive reporting
• Strong executive stakeholder presence - comfortable in SteerCo-level forums with C-suite, sponsors, and vendor leadership
• Experience leading vendor-heavy programs (system integrators, platform vendors, core banking or large IT implementations) with clear ownership of delivery outcomes while governing across client, vendor, and partner teams
• Ability to manage multi-workstream portfolios with integrated planning, dependencies, RAID, and escalation management
• Willingness to work full-time on-site in Ho Chi Minh City on Vietnam business hours (Mon–Fri, ~9:00–18:00 ICT), with occasional overlap to US leadership

Strongly Preferred

• Financial services transformation - core banking, Temenos, or similar large-scale banking programs
• Southeast Asia or Vietnam-based enterprise program leadership experience
• Aviation, data platform, or enterprise architecture governance experience
